HR Business Partner Belgium (m/f/x)


The context:

The HR Business Partner is member of the Belco management team, understands the strategic and operational business challenges and is part of the development of the business strategy in alignment with global and European strategies.

He links business with HR and is accountable for the definition and implementation of strategic HR initiatives and projects in close collaboration with all HR colleagues across Europe & the Head of HR Europe.

At the same time the HR Business Partner is the strategic partner for Department Heads regarding the organizational development (design, strategy, objectives, structure and processes, culture and people) in Belgium and Luxemburg. The job holder is responsible for the delivery of the full spectrum of HR Management Solutions and Services in a heterogeneous and volatile business environment.                 


The position:

The HR Business Partner develops and implements the HR strategy following the DSE HR strategy. Develop, implement and maintain appropriate organizational and personnel activities to deliver business objectives; ensure the effective organization of HR services in accordance with company standards and ethical and legal rules. Actively participate in the Belco Management Committee meetings and quality decision making and the appropriate decision bodies. Creates within his own department Customer driven actions.



Key responsibilities:

  • Provide support to top management as a (strategic) business partner in all HR aspects and participate in the affiliate´s management committee, in order to shape the organizational culture according to company values. Provide to the organization leaders with appropriate tools in order to lead, develop and motivate all employees. HR function includes manpower planning, recruiting, coaching compensation, training, labour relations and talent management
  • Contribute to the achievement of company targets, developing consistent policies and strategies concerning organization, people management and development
  • Contribute to Daiichi Sankyo International HR projects and ensure the effective implementation of European HR strategies, tools, processes, values and standards on a local basis
  • Contribute to the definition, implementation and follow up the HR Budget and Headcount for the affiliates
  • Elaborate and implement the annual personnel planning (e.g. recruiting plan) in cooperation with the MD and the local leadership team. Lead the recruiting process and define and coordinate all internal promotion process, providing assessment and tools in coordination with HR Officer in Belgium
  • Maintain and sign together with the GM all the organizational charts for the affiliate according with the local procedures
  • Define annual training and development plan strategies and ensure implementation within the budget in coordination with HR officer in Belgium. Ensure a proper and timely payroll management and personnel administration (incl. HR database) in compliance with current legislation and company rules and procedures
  • Build up and maintain stable business relationships with local authorities, industry associations, specialized media and other key external stakeholders
  • Ensure a competitive local compensation & benefits system following DSE policies and procedures and the local market
  • Manage employee relations effectively and ensure appropriate communication and negotiation with third parties (e.g. trade unions, works council and industrial relations, etc.)
  • Ensure the following of different health and safety policies meeting current legislation. Ensure the application by all employees
  • Implement the Local Talent Review identifying and proposing development plans in coordination with the Business and DS Europe


Professional experience and personal skills:

  • Master in HR or any relevant branch or equivalent by experience
  • Fluent in French, Dutch and English, any other language is an asset
  • Strong knowledge of both Soft and Hard HR
  • Customer Driven
  • Experience in Project Management
  • Experience in Change Management
  • Used to social relations
